Parent Spouse 'NON-US TAX RETURN' Shows Only 3 Values Instead of 6 When New Effective Dated Row is Added From the Parent Spouse/Partner Tab After Pum 33

Symptoms
The Parent Spouse/Partner 'Non-US Tax Return' shows only 3 values (yes/no/blank) in the drop down list, instead of the expected 6 values (blank plus the six fields with the updated descriptions).
The issue occurs specifically when inserting a new row on the Parent Spouse/Partner tab, as indicated in the sequence of steps below. If the new row is instead inserted first on the Student tab, then the dropdown values show correctly for the field on the Parent Spouse/Partner tab.
The issue can be reproduced at will with the following steps:
- Navigate to Financial Aid > Federal Application Data > Correct ISIR Records and retrieve the record.
- Go to the Parent Spouse/Partner tab, and insert a row,
- Click the drop-down for the Non US Tax Return field, and note the field only shows the yes/no/blank values.

The issue occurs after applying the fix for Bug 36474036 - PARENT SPOUSE/PARTNER 'NON-US TAX RETURN' SHOWS ONLY 3 VALUES INSTEAD OF 6, incorporated in the Campus Solutions 9.2 Image, starting with Image 9.2.33.
