Symptoms

When a user with HR Admin View Person Role selects the Modify a Person tile, the following error is triggered:

You do not have access to Activity Guide Instance PERSON2001

Steps to reproduce the issue:

     1. User with HR Admin View Person Role navigates to Workforce Administrator homepage > Manage Human Resources.
     2. User selects the Modify a Person.tile.
     3. Error displays on line.
