E-AE: State Record Values are not Being Passed into Online Application Engine Program Executed From a Fluid Component

Symptoms
After applying the PeopleTools (PT) 8.60.13 patch, when an online Application Engine program (e.g. BAS_CONFSTMT) is executed from a Fluid component via CallAppEngine() function, the state record field value passed in is lost.
The issue can be reproduced with the following steps:
1. Log into Appliction Designer.
2. Open the problematic Fluid component/page event, and add the PeopleCode logic below.
