Symptoms

When the Mark as Complete button is selected on the Open Enrollment Activity Guide, requirement that Acknowledgements be completed is not being enforced.

Steps to reproduce the issue:

     1. Employee navigates to Employee Self Service homepage > Open Enrollment tile, Summary step.
     2. Employee selects the Mark as Complete button.
     3. Activity Guide closes without issuing message that required steps have not been completed.
