E-RD: Unable to Access Processes in Report Manager Following Database Migration

Symptoms
After performing a database migration, the files generated are inaccessible from Report Manager page and redirecting to a malformed URL's.
The issue can be reproduced at will with the following steps:
1. Log into PeopleSoft.
2. Navigate to Reporting Tools > Report Manger.
3. Click on any of the file generated links.
4. Observe that the file fails to display properly and that the URL listed contains the old report node setup link.
Changes
Perform a database migration from production to a test environment.
