E-PIA: Copy Paste Of Image Doesn't Work in ORTL replacing CKEDITOR v5 And Delivered With PeopleTools 8.61.04 And 8.60.14

Symptoms
After up the production DataBase to to PT 8.61.04 it was observed during testing a change in behavior when using the RTE (Rich text editor) boxes.
E.g. When copy pasting an image file, or when pasting an image present in the clipboard (e.g. set in clipboard by the windows snipping tool), in the RTE box, the paste action does not do anything and no error is or warning is seen.
Before the upgrade this image paste feature was working.
The work around has been provided to use Insert image button, but this will be additional clicks and time spent.
Changes
DataBase upgraded to 8.60.14 or 8.61.04 tools patches.
