Symptoms
When a user accesses the Recruiting homepage, the Applicant Lists tile is showing "You are not authorized for this page." Clicking on the tile still functions correctly and takes the user to the correct place.
The issue can be reproduced at will with the following steps:
1. Navigate to to the Recruiting fluid homepage
4. The Applicant Lists tile shows error "You are not authorized for this page."
