HCM: Fluid Job Data Shows Incorrect Validation Warning That FTE Was Changed When It Was Not Updated

Symptoms
When creating a Fluid job transaction, users get an incorrect validation warning message about the FTE field, even though it was not updated.
Warning -- FTE was changed and no change was made to Standard Hours or Work Period. (1500,121).
The issue can be reproduced at will with the following steps:
1. Navigate to: Workforce Administrator > Manage Human Resources > Manage Job
2. Search for an employee
3. Create Job Action. Change any field other than the FTE
4. Do the Validation step. Warning appears.
