Goal

The batch disbursement process is found to have released a refund hold service indicator. A cobol trace file captures the service indicator first being selected then deleted.

It's not obvious why that would occur, since administrative users may want more control over when a particular service indicator is released. Is it normal and intended behavior for the disbursement process to release service indicators in this fashion?
