EPY: During Testing Of Tax Update 24-C JOB and Personal Data fail with 'SQL error in Exec. (2,280) JOB.TAX_LOCATION_CD.SavePreChange' in Certain Circumstances (Doc ID 3052536.1)

Symptoms

After applying Tax Update 24-C, changes to JOB and/or Personal Data have caused errors when saving the changes.

A pop-up message appears on the screen with: 
"A fatal PeopleCode SQL error occurred. Please consult your system log for details.

OK"

Then another pop-up message appears on the screen with:
"SQL error in Exec. (2,280) JOB.TAX_LOCATION_CD.SavePreChange PCPC:69103 Statement: 876
During the execution of SQL, an error occurred in the Exec subroutine. The preceding message should have described the SQL being executed.

OK"

In the PeopleCode trace, see:

"Return: 942 - ORA-00942: table or view does not exist
Statement: select bcname from PS_HR_JOB_APP_CFG"

Steps to Reproduce

1. Apply Tax Update 24-C to an environment with a full PUM Image lower than PUM Image 38
2. Navigate to Workforce Administration > Job Information > Job Data
3. Add a new row (Correction, or Update/Display)
4. Make a change to the data such as a secondary Job change, a new Job, a demotion or promotion, or a tax location change.
5. Attempt to save the changes.  Error occurs at this point.
