Benefit Program Not Defaulting to Default Benefit Program for Pay Group When Pay Group or Benefit Record Number Is Changed

Symptoms
When an employee is hired on an additional Employment Instance, the Benefit Program defaults to whatever it is on the original Employment record. If the Benefit Record Number is changed, the Benefit Program does not change to the default Program on the Pay Group. Similarly, on a new hire, if the Pay Group is changed, Benefit Program does not change to the default on the new Pay Group.
Steps to reproduce the issue:
1. Navigate to Workforce Administration > Job Information > Add Employment Instance.
2. Enter the information for the Job.
3. Select the Benefits Program Participation link.
4. Enter a new Benefit Record Number.
5. See that the Benefit Program is defaulting to the Benefit Program on the original Job rather than the Default Benefit Program set on the Pay Group.
6. Alternatively, enter create a new employee through to the Job (Navigation: Workforce Administration > Personal Information > Add a Person).
7. Change the Pay Group.
8. See that the Benefit Program is defaulting to the Benefit Program on the original Job rather than the Default Benefit Program set on the Pay Group.
