ELM 9.2: ELM Objective Coming from HCM Content Items Do Not Have Effective Date (Doc ID 3053597.1)

Symptoms

When the ELM objective are coming from HCM content items, if the HCM content items are inactivated as of a particular date, the objective become ALWAYS inactive and cannot be assigned to a program, or course even on though the row has an effective date that precedes the inactivation date.

ELM objective ((LM_OBJV_TBL, LM_OBJV_DTL) should be effective dated to allow a proper synchronization between HCM and ELM.

This way all versions (effective dated row of a program) where the end date is prior to the inactivation date of the Content Item, will allow a link for this Objective.

Steps to reproduce the issue:
1. Go to Set Up HCM > Product Related > Profile Management > Content Catalog > Content Items
2. Make an HCM Content Item with the following details
    Content item
- Effective date 01/01/1901 - effective status A
- Effective date 07/12/2022 - effective status I
3. In ELM, make a program with different versions (effective dated row):
    Enterprise Learning > Catalog > Maintain Programs.
It will not be possible to assign the objective to the program even if the effdt and end_effdt are before 07/12/2022.
If the objective was assigned to the program before the inactivation content item in 2022 then IB messages will be blocked on the ELM side.
