Wrong Coverage Code Is Assigned by Benefits Administration When Based on Total Covered Persons (Doc ID 3053964.1)

Symptoms

When enrolling in coverage with one dependent in classic Self Service, Coverage Code Family is used instead of Employee + 1 Dependent if the cost is the same for both.

Steps to reproduce the issue:

     1. Employee navigates to Self Service > Benefits > Benefits Enrollment.
     2. Employee selects a Dental Plan with the same cost for Employee +1 Dependent and Family.
     3. Employee enrolls spouse only in Plan.
     4. Employee saves elections.
     5. Benefits Enrollment page shows Family Coverage.
