SFPLATFE.cbl is assessing late fee on items that are due in the future.

Customer is experiencing difficulty with the Late Fee Cobol (SFPLATFE.cbl), in the following scenario:
 - if the student drops a class and later enrolls in a different class for the same term, the Due Date for the new class is later. The result is multiple due dates for the same Item Number. Part of it has an earlier Due Date (in the past), and part of it is later (in the future). The Cobol seems be using the earlier Due Date for the entire Item Number. This seems to cause it to assess a late fee for the total amount, not just the portion that is actually past due.

The billing and due date as of a certain point in the term will calculate a different due date.  Along with the due date calendar setup the symptoms note the student drops and enrolls, thus having a different due date for the ITEM_LINE_SF.LINE_SEQ_NBR for the ITEM_NBR.  Running the Late Fee process indicates the process is using the earlier Due Date for the entire Item Number. A late fee for the total amount of the fee is charged, not for the portion of the fee that is past due.
