Benefits Summary and Deduction Summary Pages Are Showing SALES_TAX_TYPE as Editable Instead of Read-only (Doc ID 3054691.1)

Symptoms

On PUM Image 45 and later in Deduction Summary Page (Fluid Version) for Canadian Employees, the Sales Tax Type is now Editable while the expectation is to have this as Read-only. 

Steps to reproduce the issue:
1. Navigate to Benefits -> Review Employee Benefits -> Benefits Summary
2. Note that on the Deduction Summary page the State Tax Class field is now editable.
