Goal

In PeopleTools 8.59/FSCM 9.2 PUM 49, when using the Preview Approval option in the Approval Setup configuration page, for different users, different routing approval paths and steps are generated. This is causing the wrong workflow to be generated.

Please explain why using different users generate different steps? Is there a field/flag/configuration that can be set to ignore user and always generate the correct steps?
