Symptoms
Employee can not forecast the absence after applying the Bug 35991134. It results in below error.

The issue can be reproduced at will with the following steps:
1. Login as employee.
2. Navigate to Main menu > Self Service > Time Reporting > Report Time > Absence Request.
3. Enter the absence data like start date, end date, absence take name and duration day(s) then click on Forecast button to apply the absence.
4. Observe the reported Error.
