Select Institution / Career Field Contains 'Invalid Value' on Self Service My Academics If the Institution Code is Less Than 5 Characters (Doc ID 3055292.1)

Classic self service, My Academic Requirements, My Academics will display 'Invalid Value' in the 'Select Institution / Career' field by default.  This issue occurs only if the institution code is less than 5 characters.
No errors are reported, but the user experience is not seamless.  The expectation is the student will be able to review their academics.


The issue can be reproduced at will with the following steps:

1. Sign in as a student;
2. Navigate to Self Service, Degree Progress/ Graduation, My Academic Requirements, My Academics;
3. Note the 'Select Institution / Career' field contains 'Invalid Value';
