File Parser Unique Constraint Error Into CTM Staging Record PS_SAD_APL_DAT_STG Due To Unique Index (Doc ID 3056115.1)

Symptoms

When attempting to update Student Applications thru File Parser, the files will fail to load when more than one update exists for the student in the file, and the following error occurs: 

 Ora-00001 Unique Constraint error

The issue can be reproduced at will with the following steps:

1. Create a file with multiple update transactions for the same student/application and parse the file into the record SAD_APL_DAT_STG using file parser
2. Note that only the 1st transaction for the student is processed.
