E-PIA: Clicking on Links Created Without Explicitly Specifying a Protocol in Rich Text Editor(RTE) Returns a "Not Authorized" Error (Doc ID 3056135.1)

Symptoms

The site uses Rich Text Editor(RTE) to create links. If the links are created without explicitly specifying a protocol (e.g. http:// or https://), by default, the links will be treated as relative URLs.
When clicking on the links, they are opened as PeopleSoft pages, resulting in the following error.

Not Authorized

The issue can be replicated as follows.

1. Navigate to PeopleTools > Security > Password Control > Password control text.

2. Add a link with url of google.com.

3. Click the link.

4. Observe the error.
