GPCHE: The New AVS2021 Reform Calculation of the Retirement Age for Women is Incorrect (Doc ID 3056519.1)

Symptoms

With the new AVS2021 reform the retirement age of women will increase during the next years by 3months per year, starting 2025 until reaching 65 years in 2028. In 2024 the retirement age of women remains at 64 years.

In FM[CH_SI_FO001] the calculation of the retirement age has been adapted in order to respond to the new rules of the AVS2021 law.
This calculation is based on the age in months (The table GPCH_SI_SYS does not allow decimal entries).
This calculations is not correct for all dates.

The rule says that the retirement starts the month following the birthday reaching retirement age. This does nor work (any more) when a woman has her birthday the first day of the month.

The issue can be reproduced at will with the following steps:
1. Create Employee (woman) born in 01.01.1960
2. Give her a payment in the payroll month
3. Run Payroll process and check ALS payments 2024.01.
