E-AE: Action Plugin Only Executes the First Step After PeopleTools 8.61 Upgrade (Doc ID 3056745.1)

Symptoms

After upgrading to PeopleTools (PT) 8.61.05, application engines configured with multiple plugin steps, only execute the first step in the list, and the rest of the plugins are ignored.

The issue can be reproduced at will with the following steps:

1. Log into PeopleSoft via a browser.
2. Navigate to PeopleTools > Application Engine > AE Action Plugin.
3. Search for a process (for example, AEMINITEST).
4. Replace the process steps with the plugin.
5. Open Application Designer, and delete the application engine steps used as the plug-in.
6. This introduces the data corruption that creates the issue.
7. Search for the initial Application Engine (for example, AEMINITEST) in the Action Plugin page.
8. Observe that the Section/Step/Action display "Invalid Value".
9. From Application Designer's "Process Flow" tab of the affected process (for example, AEMINITEST), observe that only the first step is replaces, and the rest are ignored.
10. Execute the process, and observe it ends in status "Success" / "Posted" on the Process Monitor page.
11. Also, observe that the process will only execute the old logic, not using the plug-in functionality.
