E-MCF: A Signed Email in ERMS has no Email Body but an Attachment with Name Like "EMAILAA******"

Symptoms
When a digital signed email being forwarded and then fetched into PeopleSoft CRM DB, the email will show no email body but with an attachment named like "emailAA*******".
The issue can be replicated as follows.
1. Forward an external email to the inbox and signed.
2. Log into PeopleSoft CRM.
3. Run RB_MAIL_READ process.
4. Check the email in Email Workspace.
