ETL9.2: Time Summary doesn't reflow correctly when zooming past 200 % .

Symptoms
Issue#1. For anyone using browser zoom in the low vision community, they will run into issues on the Time Summary page as there is a locked header and footer that make it hard to access the time summary information between 200 and 300% zoom. If a low vision user has their browser zoom at 400%, they won't be able to access the Time Summary page content at all.
Issue#2. The footer session is not showing when screen reader option is on.
STEPS
-----------------------
1. Team Time tile> Time Summary page is displayed correctly with default zoom of 100%
2. Zooming In 200 - 300%. User can still see the calendar for time summary but , as user goes to zoom in more, this is going to start to disappear.
3. Zoom in 400%. the locked footer and the locked header prevent user from accessing the content altogether.
