E-AD: Unable to Use Application Designer in 3-Tier Mode in MS SQL database and PT 8.60

Symptoms
Since upgrade to 8.60.15 when using appdesigner in 3 tier projects fails to save when saving the project more than once.
The same worked in 3 tier in PT 8.59.24
This means that developers are unable to use PSIDE from their own workstations, needing instead to RDP into the server in order to use PSIDE in 2-tier mode. as far using 2-tier mode from some remote workstations can be too slow.
Step to Replicate the issue:
NOTE: Before following the next steps, close PSIDE and delete its local cache again. Connect to PSIDE in 3-tier mode.
1.Open an existing project, e.g. the same “TEMP_LB” created before.
2.Insert any random object into the project and save it. The save will work as expected.
3.Insert any other random object into the project and save it again. The save will fail as above.

TEMP_LB ENG has been updated by another user (3.2)
