E-WL: SPBAT Install of Patch WLS_SPB_14.1.1.0.241008 Fails With Error: Conflict with 32720458 (Doc ID 3059014.1)

Symptoms

Customers are trying SPB WLS_SPB_14.1.1.0.241008 to their WebLogic install and it fails with a patch conflict with 32720458. When trying to rollback the patch they get a errors as shown below.

Patch 32720458:
