Symptoms
After adding a new effective date to the Activity Guide Composer templates MSSOB01, MSSOB02 and MSSOB03, users get an error when trying to assign a new objective via the ESS fluid Manage Objectives page.

The issue can be reproduced at will with the following steps:
1. Ensure user has AG Composer User and AG Composer Administrator to be able to update AG composer templates.
2. Go to enterprise components > Activity guide composer AG composer Templates
3. Update templates MSSOB01, MSSOB02, and MSSOB03, only by creating a new effective date. (No actual changes to the templates.)
4. Go to ESS fluid home – Learning – Manage objectives
5. Try to assign a new objective. When confirming the changes, error occurs.
