ELM 9.2: Certificate Of Completion LMCERTCMPEU Returns Duplicate Certificate when the Instructor Has Multiple Rows with Different Names in LM_PERSON_NAME (Doc ID 3059149.1)

Symptoms

The completion certificate using BI template "LMCERTCMPEU " returns duplicates when an instructor has multiple effective dated rows with different names in LM_PERSON_NAME.
When checking the PSQuery LMCERTCMPEU, it does not show the most current effective dated row from the names table.

Steps to reproduce the issue:

1. Choose a class with a classroom delivery method.
    Enterprise Learning > Catalog > Maintain Classes.
2. Add as an instructor a person with multiple rows in LM_PERSON_NAME
    Examples from Oracle demo: learner ID: 4, 551, 651
3. The user clicks the Print link for the Class associated with the Course completed on the My Learning page.
4. When the instructor of the course has more rows with different names in the record LM_PERSON_NAME, duplicate certificates are generated.

Note: On Oracle side it prints one certificate with the previous name of the instructor, in the customer's environment it prints with the previous name but it prints 2 certificates.
