Symptoms
BIPRELD going to No Success and duplicate Tax Entries created in BI_ACCT_LN_STG for Canadian BU's and customer is in USA. Vertex is configured to calculate sales and VAT. No peoplesoft VAT is configured like VAT entity.

SQL Error: [Microsoft][ODBC Driver 17 for SQL Server][SQL Server]Cannot insert duplicate key row in object 'dbo.PS_BI_ACCT_LN_STG' with unique index 'PS_BI_ACCT_LN_STG'.
The duplicate key value is (CAN01, TEST, 1, Sep 29 2024 12:00AM, TX, 0, , 0, DST, 0).
Replication:

1. Setup environment where no PeopleSoft VAT is configured.
2. Setup Vertex for US and Canada for sales tax and VAT.
3. Add a Bill in Canadian BU with USA customer and 3 tax authorities: ST, CNY, and DST. ( Billing - Maintain bils - Standard bills)
4: Run single action BIJOB03. ( Billing - Generate Invoices - Non consolidated - Finalise and Print)
5: Preload fails with an error.
