Symptoms

Tested from - Navigate to: PeopleTools > Utilities > Debug > PeopleTools Test Utilities
- For URL Id or String URL textbox, enter "record://PSFILE_ATTDET"
- Use the "Add" button to upload the test file
- Use the "View" button to download the test file

The file attached took over one minute to upload a PDF file.

There is a spinning happening while attaching in the production system. We tested to a different table "record://PSFILE_ATTDET".
