Symptoms
Issue
When users select the "Edit Journal(s)" option and the "Budget Check Journals" on JRNL1_WS Setup users get the message transactions are budget checked but they are NOT Budget checked
The issue can be reproduced at will with the following steps:
1. Check the Edit/KK on the JRNL1_WS import template Setup
2. Run the import now
3.Journals are created but not budget checked
