EPY: Performance Issue In US Payroll Workcenter When Environment Has a Large Number of Paygroups and Common Exceptions Section is Shown

Symptoms
The fluid US Payroll Workcenter is loading slowly when the Common Exceptions section is shown and the environment has a large number of paygroups. If the user tries to access one of the items in this section, they get timed out of the system.
The issue can be reproduced at will with the following steps:
1. Navigate to Workforce Admin fluid homepage > US Payroll Workcenter tile
2. Workcenter will take a long time to load initially.
3. Click on one of the items in the 'Common Exceptions' section. For example, Active Employees Without Payline
4. User will get timed out after ~5 minutes.
