EGL: Approved Journals Stays in 'Approved' Status When Changes are Made to the Journal. (Doc ID 3059873.1)

Symptoms

Approved journals stays in 'Approved' status when changes are made to the journal.  Since upgrading to PUM 48, it seems that journals that are approved are not getting reset to unapproved when changes are made to the journal.
It can be seen that the journal status is set from Valid to New, but even editing the journal is not resetting the approved status.   They created an out of balance journal that was previously approved
and even though it was in an error state,it remained in approved status.

Steps to replicate:

1.  Log in as GLA2 (requester).
2.  Create a journal, save, edit and submit for approval.
3.  Log in as GLS2 (approver).
4.  Approve the journal.
5.  Log back in as GLA2, noted that journal as approved. Then, modify the journal (i.e. change DeptID)
6.  Save the journal and check Approval tab, journal is still approved.
7.  Edit the journal and check Approval tab, journal is still approved.
     Note that the expectation is that, after edit, the journal will back to not approved or pending status.
