Multiple Rows Created In BAS_ACTIVITY Table When Using Fluid Personal Data To Hire Employee (Doc ID 3059916.1)

Symptoms

While using Fluid Personal Data to hire employees, additional row is created in BAS_ACTIVITY table when the hire date is different than the action date.

Steps to reproduce the issue:
1. Add a new employee
   Workforce Administration > Manage Human Resources > Create Employee > Go through the steps to Create Employee using Fluid pages.
2. Enter Biographical Details in Personal Data
3. Click Next to create Person. On the next page, enter Job data details. Hire employee with details such that the employee is selected for Ben Admin   processing.
4. Use Effective date which is later than today’s date for Job row and submit the transaction.
