Symptoms
When employee attempts to elect a Flexible Spending Account (FSA), the following error is triggered:

Steps to reproduce the issue:
1. Employee navigates to Employee Self Service homepage > Open Enrollment tile, Benefits Enrollment step.
2. Employee selects FSA tile.
3. Error displays on line.
