E-WF: When Mass Approve Time Report Approvals from Portal, Error "Fetching Array Element 1: Index is not in Range 1 to 0" Pops up (Doc ID 3060488.1)

Symptoms

The site has the following :

Interaction Hub PUM 17, PeopleTools 8.60.05.
FSCM  9.2 PUM 48, PeopleTools 8.60.05.

When mass approving one or more Time Report requests in Portal, the following error pops up.

While fetching the value of an array element, the index was not within the length of the array.


The issue can be reproduced at will with the following steps:

1. Log into Portal.

2. Click Approval tile.

3. Select one or more same Time Report approval requests.

4. Click Approve button.

5. Observe the error.
