Running the Request Transcript Report For Unofficial Transcripts Does Not Complete For Some Student

Symptoms
An unofficial transcript cannot be produced for some students. After clicking the Process Request button on the run control, the process spins for awhile, and then suddenly stops. No error message is reported in these situations. This issue occurs only for some students. Other students have a transcript generated successfully for them.
The expectation is all students should have have a successful transcript request.
Review of an application engine trace file of the process shows Step SSR_TSC_LIB.Enrolmnt.Step42 does not complete.
The issue can be reproduced at will with the following steps:
- Navigate to Records and Enrollment, Transcripts, Request Transcript Report;
- Click the Add a New Value button;
- Set the Transcript Type to UNOFF on the Transcript Request Header page;
- Enter the student’s ID on the Transcript Request Detail page and click the Process Request button;
- The processing icon spins in the upper right corner and then stops without any error message;
- The transcript is not available.
