Symptoms
Paysheet creation process is creating a paysheet for an employee on Job Data that as "Other" for the payroll System
If we change the employee's payroll system from "North America" to "Other", we would expect no paysheet would be created for that employee.
The issue can be reproduced with the following steps:
1. Go to Job Data for an employee and insert a new effective dated row for beginning of the pay period and change payroll system to "Other" - Workforce Administration>Job Information>Job Data
2. Create paysheets - Payroll for North America>Payroll Processing USA>Create and Load Paysheets>Create Paysheets
3. Verify that the employee still appears on payline - Payroll for North America>Payroll Processing USA>Update Paysheets>By Payline
