ECompensation Cycle Manager Is Not Able To Push Bac Some Direct Repartee. (Doc ID 3061572.1)

Symptoms

ECompensation Cycle manager is not able to push back some direct reports. Manager 'Push Back' button is grayed out for these employees.

Steps to reproduce the issue:

1. Create a Group Build definition to include Employee A, Employee B, Employee C. Employee A reporting to Employee B, Employee B reporting to Employee C.
    Setup HCM > Common Definitions > Group Build > Group Build Definition
2. Define a Compensation Cycle.
    Setup HCM > Product Related > Compensation > Define Compensation Cycle
3. Open the compensation cycle with Administer Compensation cycle
    Main Menu > Compensation > Compensation Cycles > Administer Cycle
4. Add submitter role for all employees in Allocate cycle roles page.
    Main Menu > Compensation > Compensation Cycles > Administer Cycle Roles
5. Login as Employee A and submit entries in Allocate Compensation
    Manager self service > Compensation and stock > Allocate Compensation
6. Employee B and Employee C can open the Employee A cycle but cannot pushback in Allocate Compensation
