E-CLOUD: Cloud Manager Upgrade Fails With Error "Not able to connect to CM DB using system/admin password" (Doc ID 3061711.1)

Symptoms

When attempting to upgrade Cloud Manager (say, from15 to 18), the following error occurs -

ERROR seen in the Cloud Manager Provision Task Status:

STEPS

The issue can be reproduced at will with the following steps:
1. Deploy the latest Cloud Manager environment (Example: CM 18).
2. Import the Older Cloud manager instance (Example: CM 15) to the Latest Cloud Manager environment (Example: CM 18).
3. Initiate the PeopleTools upgrade of the Older Cloud manager instance using the Upgrade PeopleTools option on the imported environment.
4. See the error at task : Validating PTU Inputs.
