EBI 9.2: Bill Can Be Processed Without Activity Though PC BU Option Set as Required for Activity

Symptoms
Bill can be processed without activity though PC BU option set it as required. This creates problem in AR as ARUPDATE cannot run with blank activity.
REPLICATION STEPS
=================
1. (Setup financials > Business unit related > PC BU option) Input Control is set to "Required" for Business Unit, Project ID and Activity ID.
2. Create online bill, in revenue populate PC BU , project but keep activity id blank. ( Billing - Maintain Bills - Standard Bills)
3. Do not populate anything on line project info page.
4. Run single action job. (Billing - Generate bills - Non consolidated - Single action ). Check BI_ACCT_ENTRY has blank activity id please note chartfield inheritance is on for projects.
5. When this bill will be posted in AR, ARUPDATE will fail as activity id is blank.
