ISIR Load FAPSAR00 Error 08095 'A SELECT item number is outside valid range for query' (Doc ID 3061984.1)

Symptoms

When attempting to run the batch ISIR load process FAPSAR00, it ends in 'Error' status with the following message indicated in the Cobol log file:

Application Program Failed
Action Type : SQL SELECT
In Pgm Section : SQLRT: PROCESS-SETUP(SELECT)
 With Return Code: 08095
 Error Message : A SELECT item number is outside valid range for query

Additional messaging will follow, indicating which specific stored statement is involved with the error.

The issue can be reproduced at will with the following steps:

  1. Navigate to Financial Aid > File Management > ISIR Import > Process ISIRs > ISIR File Load and run the process
  2. Click link to Process Monitor and note when the status goes to 'Error'.
  3. Click 'Details' then 'View Log/Trace' then the .log file in the file list to review the detailed messages.

Changes

The issue will typically be seen after applying new application fixes, with details varying with each case. For example, in one recent reported case, the target environment had been updated to be current with all fixes in CS 9.2 PUM Image 33.
