CKEditor v5 in PeopleTools 8.60 is Adding Extra Spaces to Checklist Items in CommGen Email Body

Symptoms
On PeopleTools 8.60.05 (CS PUM 29) and are finding an issue with the new Rich Text Editor via CKEditor v5. In CKEditor v4, when adding a new Checklist Item Code and selecting "Normal" as a text format, it would wrap the text in a <DIV> tag in HTML. When sending an email via Comm Gen where multiple Checklist Items were included it would provide a list with single spacing.
Now with CKEditor5, the "Normal" format is no longer available and can only select "Paragraph". This in turns wraps the text with a <p> tag in HTML and results in extra spacing. So now when sending an email via Comm Gen the Checklist Items have double spacing.
