TCSI Errors In Address Format: 400 Bad Request (158, 17500) (Doc ID 3062201.1)

Symptoms

TCSI: Errors in Address format. When the address has double quotes (or any special characters perhaps) at starting and end, e.g., "Address1", the customer is getting a bad request error instead of RTV (10226) when then student pocket trying to get POST/PATCH to TCSI.
Due to the bad request error, the entire patch fails even if the student has a valid address.


Issue with method AddProperty in SSR_HEIMS_UTILITIES:UTIL:JsonBuilder. where request message creates wrong number of double quotes when address string has double quotes in starting and ending.
