SFP: PACK Message Frequency

Goal
Customer has not been sending the delivered Packaging start date message into SFP. When testing the original roll out, it did not work for the population that was already in SFP. People were getting new start dates and aid was falling off their accounts. To stop the PACK start date, customer turned off the integration. So the PACK message was still showing up in the message map table, but the document was not actually being sent.
It was noticed an update was delivered in PUM 32. After testing the PACK start date, the following issue was found:
If the student has a second enrollment, the PACK message is sent with the SAFI every time a SAFI is sent. Customer does not want to send a PACK message on anyone who already has a SAFI and only wants to send that message one time for each enrollment.
Here is a suggestion:
1) Start with new SAFIs - if the SAFI has already sent for an enrollment,
2) Be created only one time. - Maybe more like The SAFI should only be created once. When there is a second enrollment the PACK message gets sent every time a SAFi is sent. This makes it impossible to override the PACK start date if needed. With shifting of aid years, aid falls off.
