Fluid ePerformance: Employee Not Able to Save/Reopen Previous Steps

Symptoms
Some employees want to change some fields after the document has been either completed or cancelled, then the HR admins can reopen the document, but the employees cannot reopen previous steps so they could modify/add information about their performance.
Steps to replicate the issue:
1. Login as the Manager and complete the evaluation - Overall Rating submitted - step 4 of 4 completed
Manager Self Service Fluid Homepage > Performance Tile
2. Then the HR admin reopens the document as per employee/manager request to modify the document:
Select the Talent Administrator home page and click the Performance Administration tile. On the left navigation, select Performance Documents > Reopen Performance Document, or Development Documents > Reopen Development Document.
Notice: Performance goes to “Evaluation in Progress” status, but neither manager nor employee can reopen previous step to change it
