HCM: Duplicate Emails Sent for Custom Notification (Doc ID 3063537.1)

Symptoms

Duplicate emails were sent to the recipients for the custom notification.  

The issue can be reproduced at will with the following steps:
1. Log in as Administrator
2. Run custom process from System Process Request page and notice duplicate notifications sent to Learners
    Navigation: Peopletools> Process Scheduler > System Process Request.
