Symptoms
Internal Applicant not receiving job submission email notification with Notification Composer enabled.
Steps to reproduce the issue:
1. Navigate to Workforce Administration > Personal Information > Modify a Person , search for any active employee
2. Update Home email address, mark it as preferred and save.
3. Login as the employee you updated and navigate to Self Service > Recruiting > Careers
4. Select any job opening and click through the application, completing any required steps.
5. Click Submit
6. No email is received to Applicant and email does not appear on PT_WF_NOTFY_TBL
