How to Correct a Pell Origination Created With the Wrong SSN

Goal
A Pell origination record, when created, includes a Pell ID that incorporates the Social Security Number (SSN) from the student's official ISIR. If the SSN on that official ISIR transaction is found to be incorrect, the origination will also be incorrect and could be subsequently reported incorrectly to COD.
The procedure to fix direct loan records in the same situation is documented in Note 3060551.1. however that same approach does not work for fixing a Pell origination, as there is only one origination record created for all Pell item types. Canceling the previously originated Pell item type also does not work, once the SSN is corrected on the ISIR, as the origination change won't complete.
For Pell, what are the proper steps to create a new origination, or update the existing origination, in order to correct the SSN reported to COD?
