ETL9.2 - TCD is creating additional approval entry with 0 HOUR to approve. (Doc ID 3064678.1)

Symptoms

The user is noticing differences between punch times from the Web Clock and TCD.
While the Web Clock operates smoothly, TCD-generated punches are causing an extra approval entry. Web clock submissions have one row, but TCD entries have two: one with total hours and another with zero hours from out punch, causing user confusion.

STEPS
-------
1. Report IN/OUT time through the Web Clock, it generates one row for approval.
2. Report through the time collection device (TCD), it creates two rows: one with total punch hours for approval and another with zero hours.
3. Approvers are seeing employees in the MSS Approvals Tile with zero time (Quantity for Approval 0.00 Hours)
